面向GPR的过程识别方法及其应用

政府流程再造(GPR)是电子政务实施的一项重要内容，也是电子政务实施的．必要过程，要实现电子政务提高政府工作效率的目标，必须再造政府业务流程，使流程简化、优化。鉴于过程的组成元素是活动，活动与活动之间的相互作用和相互联系则构成了过程系统，本文在活动识别的基础上给出了过程识别方法和过程之间关系的确定方法，其特点是引入活动的功能结构模型，并基于大系统理论中定性模型分解方法对过程进行识别。考虑到政府电子采购是集中反映政府职能上网的重要经济活动之一。如何在复杂的政府采购流程中识别出过程，是实施政府采购流程再造的首要前提，文章以政府电子采购为例对过程识别方法进行了应用研究。

Process-identifying Method and Its Application in GPR

Government processes reengineering (GPR) is not only an emphasis but also a necessary process in implementing e-governance, in order to achieve the target of e-governance that efficiency could be improved evidently; it is prerequisite to optimize and reengineering government administrations processes. As processes are made up of activities, the interaction and interrelation between activities form processes system, therefore, this paper puts forward the methods of processes identifying and relationships among processes confirming based on activities identifying, its trait is introducing the function frame model of activities to identify processes based on the method of qualitative model parse in giant system theory. Government e-procurement is one of the significant economic activities that can reflect the function of e-governance synthetically, how (to identify) processes in anfractuous government procurement processes is a chief precondition of implementing government procurement processes reengineering, this paper provides the application of the method in government procurement processes in the end.
