| 摘 要： | 流域水生态保护与修复生态补偿机制的建立与完善，是实现流域健康的重要基础。当前南四湖流域水生态保护与修复生态补偿存在补偿机制层级分明但衔接不足、目标明确但实施方案模糊、政策支持突出但资金来源单一、补偿方式多样但侧重事后治理等问题。重点从基本原则、补偿主体、补偿对象、补偿标准、操作程序、管理体制等方面对南四湖流域水生态保护与修复生态补偿制度进行了探索。
