| 摘 要： | 西安市基础设施建设水平滞后,面临的主要问题是建设资金严重紧缺,要解决当前的融资困境,需要通过资本市场筹集所需资金。新型金融创新工具具有突出的优势,它是实现向资本市场融资的关键所在。在债券融资和上市融资方面可根据基础设施行业现金流的特点设计不同的衍生金融工具,依托国有投资公司作为金融创新的主体,发挥其融资职能。国有投资公司还可开展基础设施信托业务为城市基础设施建设提供有力的融资支持。

| Abstract: | Infrastructure construction in Xi'an has lagged far behind.The main reason lies in the shortage of funds.Raising money through capital market is the solution to it.The new funds innovation is the key with prominent superiorities.As dot bonds and market fund-raising,different financial approaches can be devised,based on the characteristics of cash flow.Its function can be realized by state-owned investment companies.Trust service can be provided to back up the construction of urban infrastructure. |
