关于江河水利志编修工作的一些构想

江河志、水利志是中国特有的记载水利事业的专书。现代江河水利志编纂开始于20世纪80年代，迄今为止已经完成近2000多部江河志和水利志，为我们和后人留存了20世纪以来水利事业最珍贵的资料，以其资料的权威性、序列完整性成为水利行业重要的基础数据资源。江河水利志目前正进入全面完成第一届修志任务最后阶段，部分流域和省市进入了续志或第二轮修志的准备阶段。本文基于近30年水利事业内涵的转变与扩展，讨论了已有江河志水利志在资政、存史等功能方面的长处与不足；指出正在编纂之中或规划中的江河水利志应从篇章结构到内容都应在如实地反映水利事业时代特点，从篇章结构设计到内容应当对水行政、工程管理、水灾害与灾害管理、水资源与水资源管理、水利文化与水利遗产保护等方面有所充实或完善，在如实记载水利工程规划、建设，以及水利的社会与环境效益，记载江河湖泊和水库的演变，记载最近20年治水方略变革等方面更加有所侧重。

Some ideas on compiling chronicles of rivers and water conservancy

Chinese chronicles of rivers and water conservancy are special monographic books of recording evolution of water conservancy history in China.The modern chronicles of rivers and water conservancy started its compilation in 1980' s.Up to now,about 2000 books have been finished,which preserved very valuable information on historical events in the sector of water conservancy since the beginning of the 20~(th) Century,and became an important data base for the sector.The first stage compilation of the chronicles of rivers and water conservancy is coming to the end.Some river basin commissions and provincial water resources departments have started preparation for the second stage compilation.The authors discuss in this paper the changes and extension of the connotation of water conservancy undertaking,and analyze strong as well as weak points of the existing chronicles in terms of providing consultative information and the keeping historical records.The authors also make some suggestions on further compilation of chronicles of rivers and water conservancy.It is pointed out that the chronicles to be compiled or planned should realistically reflect the characteristics and features of water undertaking of the modern era.The compilers should pay attention,in the aspects of the book' s structure and content,to enriching important parts of water undertaking,such as,water administration,project management,water hazard and its management,water resources and its management,water culture and water heritage protection,etc.The chronicles should reflex strictly the facts of water conservancy development,covering engineering planning and construction,water undertaking' s social and ecological benefits,evolution of rivers,lakes and reservoirs.Special focus should be put on new concepts and general plans in water management.
