关于长江流域水质监测质量管理体系的思考

为适应最严格的水资源管理制度要求，在分析了长江流域水质监测质量保障体系现状的基础上，根据国务院《关于实施最严格的水资源管理制度的意见》，构建适应最严格水资源管理制度的流域层面质量保障体系，进一步加强水功能区水质监测、入河排污口的计量监测、保障饮水安全的应急监测以及信息发布等质量管理制度，为更加完善监测质量保证体系，提出了相关设想和建议。

Thinking on quality management system for water quality monitoring of Yangtze River Basin

In order to meet the requirement of the strictest water resources management,the present status of quality control system for water quality monitoring of Yangtze River Basin is analyzed,and according to the document of the State Council,it is proposed to establish the quality assurance system in the basin level,which suits with the strictest water resource management institution.The water quality monitoring of water function zone,water quantity monitoring of sewage outlet,emergency monitoring for drinking water safety,and information publishing are further strengthened.For perfecting the system,we further propose some ideas and suggestions.
