中国城镇住房制度变迁中政府行为目标逻辑演进的模型分析

我国的住房制度改革经历了几十年的艰辛历程，虽然取得了一定的成绩，但总体上来看进展还不够理想，从住房的实物分配到住房的商品化、市场化，这期间的跨度太大、代价太高、问题也太多．本文通过考察我国城镇住房制度变迁的历程，分析了住房制度变迁四个不同阶段的中央政府与地方政府行为目标，并通过模型分析探究了我国城镇住房制度变迁历程演进的内在原因．由于地方政府与中央政府目标体系和权重不同，形成了不同的效率偏好和住房制度公平偏好曲线．

Analysis of models target logic evolution for government action in China＇s urban housing system changes

The reform of China’s housing system has gone through a hard journey during the past decades.Although we have made remarkable achievements,the overall progress we made is not ideal.From the housing distribution in kind to the commercialization of housing market,the span is too large,and the price is too high,causing too many problems.Through empirical methods for investigating changes in China’s urban housing system of process,comparative analysis of the changes in four different stages of the housing system of the central government and local government behavior goals.Through model analysis,the causes are explored for China’s urban housing system changes and evolution.As the local government and the central government target system and different weights,the efficiency of the formation of a different system of fair housing preferences and preference curve.
