论中国科技型中小企业发展的政策推动

在我国全面实施科技兴国战略之际,科技型中小企业将起着重要的推动作用,特别是在开发和交流科技成果。产品和产业结构优化调整以及制度创新等方面,它们的贡献是不容忽视的。西方发达国家对科技型中小企业扶持政策的成功经验值得我们学习和借鉴。结合我国的实际情况,政府应当在财政与税收、信贷与金融服务以及信息体系建设等方面,制定出一套科学的扶持政策,更好地促进科技型中小企业的健康快速成长。

On the Policy Propulsion of China's Small and Medium-sized Sci-Tech Enterprises

While the strategy of revitalizing China with science and technology is being implemented, small and medium-sized sci-tech enterprises will play a significant role. Their contribution cannot be neglected in such areas as development and exchange of scientific achievements and products, optimization of industrial structure and institutional innovation. The Chinese government can learn from the successful experiences of industrialized countries of the West with small and medium-sized sci-tech enterprises and should, in accordance with the Chinese situation, map out a series of scientific supporting policies in the aspects of finance, taxation, credit, financial services, information system, so as to accelerate the sound growth small and medium-sized sci-tech enterprises.
