新形势下我国农民工社会保障体系建设再思考

2009年,<农民工参加基本养老保险办法>和<城镇企业职工基本养老保险关系转移接续暂行办法>相继出台;2010年初,<流动就业人员基本医疗保障关系转移接续暂行办法>也正式出台,在党和政府的重视下,我国农民工的社会保障问题取得重大进展.农民工这个为我国城市发展做出重大贡献和牺牲的群体终于开始逐步分享到社会经济发展的成果.但由于特殊的国情和长期的二元社会结构分割,农民工的社会保障还远远没有走到最终解决的地步.根据我国的经济发展实际和城乡统一社会保障体系的建设目标,为农民工提供基本型、发展型和福利型社会保障将是解决广大农民工后顾之忧,使其免受贫、疾、老、苦之忧,获得应有发展权益的有效途径.
