输电定价中安全和收益均衡的研究

提出了一种可以使输电网络投资和运营成本最小化的输电定价方法,这种改进的方法在定价机制中包括了输电网的安全性。本方法的最大特点就是在最终的输电价格中,系统安全独立于容量费用和网损,因此可以帮助网络运营者确认哪些地方需要关注。为了确保收益能够收回电网的固定成本和维持运营的费用,提出了一种新的能使收益达到均衡的方法。现用IEEE 24节点系统作为算例来证明方法的可行性。

Study of Security and Revenue Reconciliation in Transmission Pricing

An alternative method of transmission pricing with the minimum of capital and operation of transmission network is presented in this paper.It includes transmission security in the pricing mechanism.The main feature of this method is that system security can be separated from the capacity cost and the cost of transmission losses in the final transmission price,thereby helping the network operator to identify the area which requires attention.To ensure sufficient revenue is recovered to enable the transmission system to make a return on assets and to operate and maintain the system,a new way of achieving revenue reconciliation is proposed.It uses the IEEE-24 to prove the rationality of this method.
