基于节能发电调度和国际贸易理念的电力市场竞争机制

摘    要:介绍了电力市场必须解决的几个问题,结合中国实际情况,基于节能发电调度和国际贸易理念提出了一套电力市场竞争机制,并进行了深入的分析和探讨。模拟实例表明,所提出的电力市场竞争机制能有效解决目前中国电力市场中存在的区域资源优化配置与区域经济协调发展相结合的问题、电网公司购电风险问题,可以将节能发电调度、环保排放与电力市场有机协调起来,用市场机制而不是行政机制来实现节能发电调度和环保排放。

Abstract:Some key problems that must be solved for power markets are discussed,and a novel competition mechanism of power markets based on the energy-conservation power generation dispatch and the international trade concept is proposed considering the actual situation of Chinese power industry.The proposed mechanism has also been analyzed and discussed in detail.Simulation results show that the proposed mechanism can solve some problems encountered in the power market development in China effectively,which include the combined regional resource optimal configuration and harmonious regional economy development,and the risk in electricity purchase for power grid companies.The proposed mechanism can also coordinate the power markets with the energy-conservation power generation dispatch,environmental emission.The energy-conservation power generation dispatch and environmental emission can be realized by the market mechanism instead of administrative mechanism.
