摘    要:在插电式混合动力汽车有望规模化应用的背景下,供电公司与PHEV用户市场力的博弈越来越频繁和紧密,以电价作为杠杆,计及供电侧平滑电网等效负荷波动和用户侧效益,采用电价综合反应曲线和用电弹性矩阵来分别表示PHEV用户充电和放电弹性特性建立数学模型,应用粒子群优化算法对模型进行了求解。最后,通过算例验证了合理的充放电峰谷分时电价机制调控PHEV用户接入电网行为对平滑系统负荷的有效性,同时PHEV用户经济效益也得到满足。

Study on Electric Vehicle Charging and Discharging TOU Price

Abstract:In the background of wide application of the plug-in hybrid electric vehicles(PHEV), the game between the power company and the PHEV user becomes more and more frequent and intense. With the electricity price as a lever, considering the smooth grid equivalent load fluctuations of the supply side and the benefits of the user side, and using the comprehensive price reaction curve and electricity elastic matrix to represent the PHEV user's charging and discharging elastic characteristics, this paper uses the particle swarm optimization algorithm(PSO) to solve the model. Finally, through examples, the reasonable pricing mechanism for peak-valley charging and discharging as proposed in the paper has proved to be effective in smoothing the system load, and the PHEV user's economic benefits are satisfied at the same time.
