摘    要:以风电、光伏、水电为主的可再生能源已成为中国重要的能源供应形式,也广泛参与到电力市场交易之中。通过市场化机制保障并促进可再生能源消纳,已成为中国电力市场建设,尤其是现货市场建设的一项关键任务。文中将可再生能源的保障性消纳纳入电力市场的机制设计之中,提出了现货市场在发生弃能时触发的出清机制。在现货市场一般性出清计算的基础上,发生弃能时,首先修正弃能机组的投标价格,在保持机组报价序列的前提下进行价区缩放,调整为优先出清的价格接受者;其次,基于修正后的投标信息进行第2次出清,以实现可再生能源的保障性消纳;基于2次出清的结果,提出激励相容的结算补偿机制。为了充分考虑可再生能源的运行特性,文中还在出清模型中特别引入了梯级水电站的水位控制、水量平衡与梯级耦合等复杂约束。最后,基于改进的IEEE 30节点系统对文中所提出的市场机制进行了验证。

Abstract:Renewable energy, mainly constituting of wind power, photovoltaic and hydropower, has become an important form of energy supply in China and is widely involved in electricity market transactions. It has become a key task to guarantee and promote renewable energy accommodation through market mechanisms for construction of electricity market in China, especially in the spot market. In this paper, the guaranteed accommodation of renewable energy is integrated into the mechanism design of electricity markets and the clearing mechanism triggered in the event of energy abandonment in the spot market is proposed. On the basis of primary clearing calculation in the spot market, when renewable curtailment happens, the bidding price of abandoned power units is firstly revised. The price zone is scaled while maintaining the power plant quotation sequence and the bidding price is amended to be the price receiver with priority of clearing. Secondly, another clearing is carried out based on the revised bidding information to achieve the guaranteed accommodation of renewable energy. Based on the results of two-step clearing, a settlement compensation mechanism with incentive compatibility is proposed. In order to fully consider the operation characteristics of renewable energy, the complex constraints of cascaded hydropower stations such as water level control, water balance and cascade coupling, are especially introduced into the clearing model. Finally, an improved IEEE 30-bus system is used to verify the proposed market mechanism.
