| 摘 要： | 农村基层协商民主是民主治理的一种形式,是中国民主政治在农村发展最广泛的实践。作为村民自治的一种实践探索,对于提高村民自治的合法性和有效性等意义重大。近年来,农村基层协商民主在运行中面临一系列困境,主要表现为:村民参与不足;协商主体结构失衡;协商机制不健全。农村基层协商民主要走出困境,需要提高村民的参与程度,提高参与主体的素质;优化参与主体的结构;建立健全协商机制。

| Abstract: | Rural primary consultative democracy is a form of democratic governance,and is the most extensive practice of China’s democratic politics in rural areas.As a kind of practice exploration of villagers’autonomy,it has great significance for the improvement of its legitimacy and effectiveness.Rural primary consultative democracy has a series of difficulties in operation,which are mainly manifested as follows:the participants are insufficient and the quality is not high;the structure of participants is imbalance;the mechanism is not perfect,etc.In order to strengthen the construction of rural grassroots consultative democracy,we should enhance the participation of villagers and improve the quality of the participants;optimize the structure of participants;improve the consultation mechanism,etc. |
