浙江省水乡区域水资源可持续利用机制初探

浙江省水资源总量丰富 ,但存在人均占有量不足、年内分配不均、地下水超采、水污染日益严重等问题 ,而传统水资源管理体制存在的管理不顺的弊端无法有效控制水污染 ,难以统筹管理城乡水资源。参照欧美发达国家和深圳、上海对水资源进行综合开发和统一管理的先进管理模式 ,指出为实现江南水乡区域水资源可持续利用 ,建议理顺水资源管理体制 ,建立水务局 ,对城乡水资源进行一体化管理 ,建立节水型社会 ,防治水污染 ,维护和改善水环境。

Mechanism of sustainable utilization of water resources in river and lake regions of Zhejiang Province

Although water resources are abundant in Zhejiang Province, some problems still exist, such as insufficient per capita water resources, uneven annual water resources distribution, over mining of groundwater resources, and serious water pollution, meanwhile, the conventional water resources management system can not effectively control water pollution and comprehensively manage urban and rural water resources. By reference to the advanced modes of comprehensive development and unified management of water resources in Shanghai and Shenzhen cities and in some European and American countries, some measures are suggested for sustainable utilization of water resources in the river and lake regions of Zhejiang Province, including improvement of the water resources management system, establishment of water supply bureaus, implementation of integrated management, establishment of a social water saving environment, prevention of water pollution, and improvement of water environment.
