城市总体规划的改革目标与路径

分析城市总体规划改革的内外部背景,提出改革的目标是让总体规划更有用.从国家、城市、各方主体和规划部门四个“用户”视角分析,提出其作用分别是:“落实中央精神的顶层设计,统筹全市工作的施政纲领,协同各方利益的沟通平台,实施建设、管控的法定文件.”为此,要转变规划理念、承接国家责任;实现统筹规划,整合各类空间性规划,形成“一张蓝图”;推进规划统筹,建立规划编制与管理信息平台,实现规划统筹空间资源保护与建设;明晰政府/市场的事权边界和各级政府的事权边界,优化刚性内容传递,推进存量用地盘活.

The Goal and Path of Comprehensive Planning Reform

The paper analyzes internal and external backgrounds of city comprehensive planning reform and proposes reform objectives toward strengthening the practical value comprehensive planning.From the perspectives of four stakeholders,namely the nation,cities,individual parties,and planning departments,comprehensive planning should fulfill four functions:top-down design to realize the goals of the central government,administrative programs to coordinate the city development,communication platform to balance the interests of direct stakeholders,and legal documents for the city development and management.It is argued that comprehensive planning should transform planning concepts based on the national macro backgrounds and should integrate all types of spatial planning to form a united "blueprint".Further,plans should integrate projects by planning and promoteing the digital platform in order to balance the need for preservation and construction.Plans should also clarify the boundary between government control and market force,and define administrative powers among different government levels.Lastly,delivering mandatory contents and redeveloping formerly developed lands are also the goals of comprehensive planning.
