借鉴新加坡的经验,促进我国城市规划管理的制度创新

本文通过中新两国城市规划管理体制的比较研究，探索在社会主义市场经济条件下我国城市规划管理的新的特征，提出了健全规划系统必须从目标体系、控制系统、外部环境、行动计划等四个方面全面推进，系统地实现我国城市规划管理的制度创新。
