摘    要:岷江上游水力资源十分丰富,随着西部大开发的进行,它已成为水电开发的重点区域,干流及支流的电站建设加速进行,自上游至汶川河段,实行六级梯级开发方案.但开发过程中也存在许多问题,作者在实地考察的基础上,对岷江上游水电开发现状进行了描述,并对开发过程中存在的缺乏统一规划、开发混乱,水土流失严重,缺乏骨干调节水库以及水库功能单一等问题作了分析,提出加强流域总体规划,注重流域综合开发,建立河流梯级调度中心,强制保证河流水生生态系统的最低流量等建议.

Abstract:The waterpower resources in the upper reaches of Minjiang River are very abundant. With the proceeding of the great development of western China, this area has already become the key region of hydroelectric development. Nowadays the hydropower station in master stream and the branches are constructed with high speed. From the upper reaches to Wenchuan, six grades of hydropower cascade is exploitated. But there are a lot of problems during the course of hydropower development. Based on the investigation of the upper reaches of Minjiang River, we analyzed the status of hydroelectric development and its problems, such as lacking integrated plan, development confused, water and soil short seriously, short of the key regulating reservoir, unique function of reservoir. At last, some suggestions were provided such as strengthening basin plan, paying attention to synthetic exploitation of the basin, setting up cascade dispatcher centre, guaranteeing the minimum flows to aquatic ecosystem by force.
