试论保护生态环境与建设小康社会

本文阐述了保护生态环境与建设小康社会的内在关系。树立和落实科学发展观，必须在追求发展之时，切实有效地保护生态环境；在实际运作中，要理清人与自然的矛盾二重性，杜绝先污染后治理之举。同时分析了制约我国农业发展的环境因素，并提出了实现城乡生态环境统筹保护的若干对策。
