西部城市建设中财力不均现象分析——一项西部城市经济社会问题的实证研究

西部城市财力不均直接影响到城市社会建设和基本公共服务均等化目标的实现。对西部城市财力不均的程度和原因作相关的实证研究,不失为一种切实可行的方法。对西部城市财力不均现象进行横向统计描述,可以揭示西部城市财力不均的显著差异;对西部城市财政收入增长源进行分组回归统计,可以揭示西部城市财力不均的产业原因和长期性。在此基础上,对西部城市财力不均作特定角度的理论思考:西部城市显著的财力不均现象是城市经济发展不平衡性的表现,还将在较长时期内客观存在;满足基本公共服务的最低水平是界定西部城市财力不均的依据;转移支付不宜改变西部城市财力的原排序。西部城市财力不均需要政策的应对,而政策的应对离不开客观、全面、冷静的理论思考。

Analysis of Financial Unequally in Construction of Western China Cities-A Study of Economic and Social Problems in Western China Cities

The imbalance of public finance capacity directly influences the equalization of basic public services in Western China cities.This paper has statistic depiction of the imbalance,which demonstrates the great gaps on public finance capacity in Western China cities.And there are also group measurements based on panel data regression estimation,which reveals the industrial cause of the imbalance,as well as the long-term nature of the imbalance.Theoretical meditation is made based on the above depiction and measurements,which could be summarized as follows: the imbalance on public finance capacity is the results of imbalance of economic development,which will be a long period phenomenon;the criteria for defined the degree of imbalance should be determined by the demand of minimum public services;and transfer payment should not change the original order of public finance capacity.Public policies are needed to minimize the imbalance,and the objective,overall and dispassionate theoretic meditation is needed in analyzing public policy.
