城市交通管理规划理论体系框架设计

指出了传统的城市交通规划理论体系的不完整性，首次提出了城市交通管理规划的新概念，构筑了城市交通管理规划理论体系的框架，并对城市交通管理规划总体设计、交通调查与交通问题诊断、交通需求分析与预测、交通管理方案设计、交通管理方案评价、交通管理规划方案调整与滚动等城市交通管理规划的主体部分的目标、详细内容及采用方法进行了充分的论证，完成了城市交通管理规划各主体部分的功能设计．作为我国第1部城市交通管理规划编制办法，已经在全国实施“畅通工程”的700多个城市推广应用．

Framework design of urban traffic management planning theory

The incompleteness of urban traffic planning systems is indicated. A new concept of urban traffic management planning is presented, and the urban traffic management planning theory framework is designed. Also the goals, contents and methods of the main parts of the urban traffic management planning are analyzed in detail and the function design of all main parts is accomplished. The main parts include the overall design, traffic investigation and problem analysis, traffic demand forecast, the traffic management projects design, evaluation and regulation. As a new method for drawing up urban traffic management planning in China, it has been used in 700 cities for China Smooth Traffic Project.
