| 摘 要： | 针对2008年株洲冰冻灾害性天气对株洲电网造成严重影响，结合政府建设应急体系的相关要求，株洲电业局及时建立了电力应急抢修指挥中心。介绍了应急系统的体系结构、功能结构及实施效果，为完善株洲电力应急体系提供依据。电力应急体系应能满足电力应急抢修指挥的统一、系统和规范的需求。
