城市土地开发运营与城市周边小型水利水电设施的改造利用

随着城市化进程的深入，城市规模不断扩大，城市周边土地分批、分片开展土地一级开发工作，城市郊区的农田小水利设施也渐渐并入土地一级开发范畴，原来的荒山荒坡、菜地农田逐渐规划为建设用地，导致农田小水利设施也失去了原有的功能。从入库水源水质的保障措施、景观功能建设、净水功能建设、市政交通与水利工程的融合建设以及进出库河道、水渠的改造建设几个方面，提出了对城市土地一级开发运营过程中周边小水利设施改造利用的设想。

Development and Operation of Urban Lands Transformation and Utilization of Small Facilities for Water Conservation and Hydropower

With the progress of the urbanization, the scales of the cities have witnessed constant expansion. The 1st class development of the lands surrounding cities has been conducted by batch and area. The small water conservation facilities in the suburban agricultural areas have been integrated gradually into the 1st class development. The original barren mountains and slopes as well as vegetable fields and farmlands have been planned as construction lands gradually, leading to the fact that the small water conservation facilities in the agricultural lands have lost the original functions. In the thesis, the author puts forward the suggestions on transforming and utilizing the small water conservation facilities surrounding the cities during the 1st class development of urban lands in terms of the protection measures of the water quality of the water sources, construction of landscaping function, construction of water purification function, inte conservancy project and the watercourses entering grated construction of municipal traffic and water and exiting reservoirs
