摘    要:当前,最严格水资源管理制度已列入政府考核指标范畴,如何科学、客观地细化落实考核工作成为一项亟待推进的工作。节水型社会建设是最严格水资源管理制度的一项重要考核指标。以火力发电水平衡测试为例,探究进一步细化政府节水考核指标做法。火力发电为高耗水行业之一,为了加强该行业的节水管理,在水平衡测试、节水管理方面制订了相关的规章、规范和标准。在水平衡测试过程中不仅要遵循国家水平衡测试规范,同时也要遵循行业水平衡测试规范,在水平衡测试节水评价中才能够分析全面、具体,满足火力发电节水考核指标的要求。

Abstract:Nowadays, the most stringent water resources management system has been included in government performance indexes which become an urgent task. Water-saving society construction is an important assessment index of the most stringent water resources management system. In this paper, we take as a case of water balance test in thermal power industry, in order to further analyse water-saving technology assessment indexes of the government. Thermal power is one of industries of high water consumption, so rules and standards have been formulated which are involved in water balance test and water management. In the process of water balance test, we should follow the national standard and the industry specification as well so as to provide the comprehensive and specific analysis of the water- saving evaluation in water balance test and meet requirements of water-saving evaluation indexes of thermal power.
