| 摘 要： | 从地面数字电视技术体系出发，阐明了其建设中信源编码及信道编码与调制标准、发射与接收天线、发射频率、发射网络和国内地面数字电视解决方案的选择原则和办法，最后提出了关于广义地面数字电视平台（含CMMB）统一规划建设、运营及有线、地面运营商共建前端的思路。

| Abstract: | This paper introduced the selection principle and way of the information coding and channel coding standard, sending and receiving antenna, sending frequency, sending network and China DTV - T project. Then it brought forward the idea about programming, founding and operating of the generalized DTV - T station and suggested that DTV - C （Cable） and DTV - T Station to build the front end together. |
