城市轨道交通PPP融资模式风险分担机制研究

PPP融资模式成功的一个关键因素是PPP风险管理,而风险的识别与分担是风险管理的前提与基础.首先分析PPP模式的内涵及优势,然后运用检查表法和RBS法,通过汇总归类,全面系统地识别城市轨道交通PPP融资风险,同时依据PPP项目风险分担原则,建立风险分担流程模型,运用线性规划设计模型对风险分担进行理论分析,达到PPP项目各参与方对风险分担方案的整体满意度最大,最后根据上述方法及模型,通过调研汇总得出城市轨道交通PPP融资风险分担的一般结果.

Research on Risk Allocation Mechanism of the PPP Financing Model in the Urban Rail Transit

Risk recognition and allocation are the premise and foundation of risk management which is a key factor in the success of the PPP financing model.Firstly this paper analyzes the connotations and advantages of the PPP model,and then it recognizes the PPP financing risks in the urban rail transit comprehensively and systematically by means of the methods of check list and RBS（Risk Breakdown Structure）,and collection and categorization.Meanwhile according to the principle of risk allocation in the PPP model,this paper establishes the process model of risk allocation and gives a theoretical analysis of the risk allocation by using the linear programming model to achieve an integral maximum satisfaction for every participant involved in the PPP project.Finally through investigation and collection this paper derives the general results of risk allocation in the PPP financing based on the above methods and models.
