水利科技投入的政策性分析

摘    要:水资源短缺是中国21世纪面临的最重要问题。新中国成立以来,水利建设取得了举世瞩目的巨大成就,但由于中国特殊的自然条件、快速增长的人口与经济的迅速发展,水资源短缺、洪涝灾害、水污染和水土流失等水问题仍然相当严重。面对经济增长与水生态环境的冲突,我国政府将可持续发展战略落实到水利建设中,务实地提出建设节水型社会的目标。水利科技进步也就成为实现这一目标的重要推动力。通过分析水利科技投入现状及其对水利科技进步的重要作用,阐述了有必要建立全国性的水利科技投入政策的观点。

Abstract:The shortage of water resources is one of the most important problems for China in the 21^at century. Although our hydraulic construction has established marvelous achievement, there exist many serious problems such as the insufficiency of water resomces, hazsrds of water floods, water pollution and soll erosion. Confronted by the confliction between economic growth and hydraulic ecoenvironment, our government has implemented the idea of sustainable development into the practical work of hydraulic construction and proposed the aim of building water conservation society. The progress of hydraulic science has become the vital impetus to realize the goal. In this paper, we gave an analysis on the important role played by the present condition of investment of hydraulic science on the progress of hydraulic technology. We also elaborated the necessity of establishing the nationwide investment policy of hydraulic science and technology.
