对农民养老保障问题的思考

我国是一个农业大国,农村人口占总人口的绝大多数,农村老年人口是我国最大的老年人群体。新中国成立以来,我国政府探索性地采取了一系列措施解决农民养老保障问题,虽取得了一定的成绩,但仍存在不少问题。从积极发挥社区在农民养老中的作用、采取多种方法充分挖掘老年农民的自养潜能、通过制度伦理建设强化家庭养老功能、让中青年农民积极参加新型农村社会养老保险、建立新型农村养老保险基金的风险控制机制、加强农村社会养老保障法律法规建设等方面入手,切实解决农民的养老保障问题,对于落实科学发展观、构建社会主义和谐新农村都具有重要的意义。

On the Problems in the Provision for the Aged in Rural Areas

China is an agricultural country,with the most majority of people living in the rural areas.The aged in the rural areas have become the greatest number in China.Since 1949,the government has tentatively adopted a series of measures to solve the problems in the provision for the aged,which has been successful to some degrees but there has been a lot to be improved.So the solution to the problems is significant for us to carry out the viewpoint of scientific development and build the new socialist harmonious rural areas from the perspectives of actively developing the communities,fully tapping the potentialities of the old farmers＇ self-support,strengthening the familial functuion by way of the establishment of moral principles,calling on the young and middle-aged farmers to have their life at the old age insured,instituting the system of risk control over the insurance fund and reinforcing the construction of the laws to guarantee the rural social insurance.
