居住小区环评浅论

指出了居住小区项目相对于工业项目而言,其本身的环境影响较轻,因此,无论是环评技术人员还是审批环评报告的行政主管部门容易忽视一些重要问题。居住小区居住的是人群,是需要特殊保护的群体,居住小区建设不当,就会成为当地的不稳定因素。根据多年的环评经历,论述了居住小区环评中容易忽视的问题,并对如何有效地开展居住小区环境影响评价以及如何减少不利影响进行了一系列研究,并提出了一些建议。

Study of Environmental Impact Assessment of Residential Areas

Comparing the industrial projects, the residential areas have lighter impacts on the environment. Therefore, the technical staff and administrative departments which are in charge of examination and approval of the environmental impact assessment （EIA） reports are easy to ignore some important issues related to the residential areas. The residents living the the residential areas are the group which needs special protection. If a residential area is built improperly, it will become the instable factors of that area. This article discusses the problems which are easy to be ignored in the EIA of residential areas, and puts forward some suggestions for how to effectively carry out the EIA of residential areas and how to reduce the adverse effects.
