University science research organization has changed its meanings of sociology and principle of culture and administration on the basis of the hypothesis that the researchers are characterized as knowledge men. The research organization with the core of innovation emphasizes knowledge management and changes its organization construction towards virtual organization .We can reconstruct the organization according to the style R&D with the help of such policies as the protection of knowledge rights, public bargains, financial support and improvement of markets ,we can realize the change of the product of science and technology.
