健康、有序、高效、持续发展 城市轨道交通事业*

分析我国城市轨道交通的建设发展状况,指出我国城市轨道交通的建设技术和管理水平与国际上城市轨道交通建设技术先进的国家相比还有差距。为促进我国城市轨道交通事业健康、有序、高效、持续地发展,建立资源节约型、环境友好型、技术创新型和安全便捷型的城市轨道交通模式,应做好几方面的工作:在城市总体规划的指导下编制好城市交通综合规划;提高城市轨道交通的创新能力,加强对城市轨道交通核心技术和关键装备的研发和应用,提高设备的国产化率,提高轨道交通的标准化;提高城市轨道交通建设与运营的安全风险意识,加强风险与安全管理;增加城市轨道交通的科技投入,加强城市轨道交通的基础理论研究;加强城市轨道交通领域的人才培养,建立大规模的后备人才队伍。

Healthy,Orderly,Efficient and Sustainable Development of Urban Rail Transit Industry

The current development situation of urban rail transit construction in China is analysed.Construction techni-ques and management levels lag behind those of advanced countries in the world.In order to promote the healthy,orderly,efficient and sustainable development of urban rail transit industry and establish the resource-saving,environmentally-friendly,technically-innovative,safe and con-venient mode for urban rail transit,the following are compulsory: Compre-hensive urban traffic plan well formulated according to the integral city plan;Improving the innovation capacity of urban rail transit,strengthening the research and application of core technologies and key equipment,increasing the percentage of domestic equipment production,and enhancing the standard-ization of urban rail transit;Improving safety and risk awareness and management in construction and operation stage;Increasing investment in science to strengthen basic theory research;Strengthening personnel training to enlarge urban rail transit personnel reserves.
