配电网综合评价指标体系及评估方法

综合运用层次分析法、德尔菲法、鱼骨图分析法和模糊综合评价法等方法构建了配电网综合评价指标体系,从网络结构水平、负荷供应能力、装备技术水平和运行管理水平等方面对配电网进行定量评价,并引入全生命周期指标来反映配电网的运行管理水平.分析和论述了评价指标的筛选、分层结构体系的建立、指标权重的确定、指标评分标准和综合评估流程等,以某地区实际配电网为应用实例,验证该指标体系和评估方法在反映配电网整体发展水平方面的合理性和实用性.应用效果说明,通过对评估结果的分析,可以找到各配电网的薄弱环节,指导配电网的规划、建设和改造.

Comprehensive Evaluation Index System of Distribution Network and Evaluation Method

This paper discusses establishment of comprehensive evaluation index system for distribution network by using methods including analytic hierarchy, Delphi method, fishbone diagram analysis method and fuzzy synthetic evaluation. In aspects of network structure, load supply ability, technical level of equipment and operational management level, it proceeds quantitative evaluation for the distribution network and by introducing full life circle index it reflects operational manage- ment level of the network. It analyzes and discusses screening of the evaluation index, establishment of the hierarchy struc- ture system, confirmation of index weight, standard for evaluation of index and comprehensive evaluation flow. Taking one practical distribution network in some region as application example, it verifies reasonability and practicability of this index system and evaluation method in reflecting integral development of distribution network. Application effectiveness shows that on the basis of analysis on evaluation result it is able to find out weak link of various distribution networks and guide programming, construction and reform of distribution network.
