So each state-owned foreign trade enterprise has to consider how to succeed in such a difficult condition. The historical experiemce indicates our state-owned foreign trade enterprises have taken many measures to conquer the diffculties, but no outstanding results have been achieved. It is generally supposed to be reason of systematic barriers. At new century, it is imperative for the state-owned for eign trade enterprises to get over the systematic barrier.
