WTO与中国行政审批制度改革

 WTO的规则体系对我国行政法治的发展提出了挑战。行政审批制度改革不仅是WTO对成员国政府行为的客观要求，也是我国行政法治改革的内在要求。我国行政审批制度改革在相当程度上实现了转变政府职能、削减审批项目、简化审批环节、加强监督制约等目标。随着改革的深入，行政审批制度需要进一步完善：继续清理和调整行政审批项目，适时向深度和广度发展；杜绝部门权力利益化，持续政府的自我“革命”；细化运行机制，完善配套制度建设。
