| 摘 要： | 中国发展现代化,不能没有城市化,更完整地说不能没有城镇化。小城镇是农村的政治、经济、文化中心,发展小城镇具有重要战略意义,且我国的小城镇处于多种“力”的作用之下。城镇化过程必然伴随着社区建设,而社区建设必须遵循其基本规则。

| Abstract: | In process of modernization in our country,rural urbanization should be taken seriously.Small towns and cities are the political,economic,and cultural center in rural area,so developing small towns and cities has important strategical significance.The process of rural urbanization will certainly be accompanied by community construction,which must follow its basic regulation. |
