摘    要:由于 PPP 项目参与方众多、运行周期长、投资额大等因素导致项目风险因素间具有高度的模糊性和随机性,为精准进行 PPP 项目风险评价研究提出云模型与熵权法结合的综合评价法。此方法在风险评价过程中运用云模型实现定性与定量评价的相互转化,熵权法确定风险因素的权重,将两种方法结合最终获得 PPP 项目风险综合评价结果。将模型运用到实际案例中,评价结果与实际相符验证了模型的可行性。

Abstract:Due to a large number of PPP project participants,long operation cycle,large investment and other factors,there is ahigh degree of vagueness and randomness among the project risk factors. To accurately carry out the risk evaluation of PPP projects,a comprehensive evaluation method combining cloud model with entropy weight method is proposed. This method uses the cloudmodel to realize the mutual transformation between qualitative and quantitative evaluation in the risk evaluation process,and theentropy weighting method to determine the weights of risk factors,and the combination of the two methods will finally obtain thecomprehensive risk evaluation results of PPP projects. The model is applied to actual cases,and the feasibility of the model isverified by the consistency between the evaluation results and the actual case.
