发电机组检修计划调整机制中的损失补偿问题

在电力市场环境下,由发电公司自行制定的发电机组检修计划必须经系统调度机构(ISO)进行审核、并在需要时作适当调整以确保电力系统的安全可靠运行.在已经建立的、以发电公司申报的意愿支付为依据的发电机组检修计划调整机制的基础上,提出了按比例分配原则在相关发电公司间合理分配由ISO代为收取的意愿支付费用的简单而公平的方法,即以每家发电公司在上一年度内因检修计划被调整而引起的损失及所交纳的意愿支付费用之和为指标,ISO在发电公司间按比例分配所收取的总的意愿支付费用.最后,用算例对所提出的方法作了说明.

Compensation of Profit Losses for Generation Companies Associated with the Regulation Mechanism for Maintenance Scheduling

In the electricity market environment,the maintenance scheduling of generation units(MSUs) proposed by generation companies concerned must be checked and approved by the independent system operator(ISO).In case that the MSUs could lead to an insecure operating state of the power system,the ISO must make some regulation to the MSUs.For this purpose,an appropriate market mechanism for regulating or coordinating the MSUs,which are proposed by individual generation companies so as to maintain the security and reliability of the power system operation, while at the same time,to guarantee the fairness among all generation companies involved,was developed recently,by requiring generation companies to submit both their MSUs and their willingness-to-pay for keeping their MSUs not being adjusted by the ISO.Based on this regulation mechanism,the problem of appropriately allocating the total willingness-to-pay collected by the ISO among all generation companies concerned is investigated in this paper,and an equitable allocation method is presented based on the proportional allocation principle.The profit losses of generation companies concerned as a result of the regulation of the MSUs are used as a basis for the allocation of the total willingness-to-pay collected by the ISO.Two components are included in the profit losses,i.e.,the additional losses incurred due to the regulation of the MSUs and the willingness-to-pay submitted to the ISO.Finally,a sample example is employed to demonstrate the method presented.
