From Policy Dependent to the Development of Rule of Law ：Changing the Path of the Reform in Administrative Approval System

With the deepening of reform in administrative approval system,the defects of the policy-path-dependence are increasingly apparent,which needs the breakthrough of the path badly.We need to introduce the thinking of rule of law,adhere to the principles of rule of law and use the means of rule of law to solve the deeper problems of the reform in administrative approval system.Generally speaking,the development of rule of law of the reform in administrative approval system should include three interdependent aspects：first,to give legal effect to the list of administrative approval power;second,to review and standardize the administrative approval items regularly according to law;third,to supervise the operation of administrative power according to law.
