发达地区县(市)域城镇体系规划的变革研究

结合发达地区县(市)域①开展的城镇体系规划,提出经济增长方式转变、行政管理体制改革、区域一体化进程等背景变化是规划变革的主要动因,规划必须应对这些背景变化提出适应性的变革要求;从发展的趋势来看,战略问题、规模问题和外来人口问题是发达县市城镇体系规划变革的主要驱动力;针对发达地区县(市)目前所处的经济发展阶段及发展要求,认为发达县(市)城镇体系规划重点将转向突出发展战略研究及空间管制规划,弱化“三个结构规划”,强化片区规划组织,从新的视角研究区域支撑系统规划,并提出了乡镇联盟、规划垂直管理、跨区域增长管理等相应的实施机制,增强城镇体系规划的实施效力。

INNOVATION OF URBAN SYSTEM PLANNING IN DEVELOPED COUNTIES

As a result of rapid urbanization and industrialization, environmental problems and scarcity of resources have occurred in the developed counties of China, Therefore, the traditional urban system planning can not guide the sustainable development of the areas, Based on the practices of urban system planning in some developed counties this paper analyzes the reasons including the transformation of economic growth mode, reform of administrative institution and regional integration. With the development of regional economy, regional strategy, city size and floating population will be the main drives of urban system planning innovation. It argues that urban system planning of developed counties should focus more on the study of development strategy and planning for space control. Then it provides such measures to consolidate the implementation of urban system planning as town coalition, vertical planning administration, and trans-regional growth administration.
