国内外新建炼油厂的经济比较

近年来，受环境政策等多方面因素的综合影响，欧美发达国家已不再新建炼油厂，并有向石油资源国及发展中国家发展炼油设施的趋势。随着成品油运输条件、国际贸易环境的改善和国内炼化技术水平的不断提高，中国在石油资源国建设炼油厂供应国内市场，或在国内建设炼油厂出口海外产品都具有了可能性。通过对国内外新建炼油厂的经济性进行比较，可得出：当国内成油品供应不足时，在国内新建炼油厂的经济效益好于在国外建厂；当国内成品油供应过剩时，在国外新建炼油厂的经济效益好于在国内建厂，为国内炼化企业放眼全球布局提供参考。

Economic comparison of domestic and overseas grass-roots refineries

In recent years, as influenced by many factors such as environmental policy, etc, very few grass-roots refineries have been built in the developed countries in Europe and America. Whereas, an increasing number of grass-roots refinery projects are being planned to be constructed in oil resource countries and developing countries. With the improvement of refined products transportation conditions, international trading environment and domestic refining and petrochemical technologies, Chinese oil companies have two options：one is to construct grass-roots refineries in oil resource countries for supplying Chinese market, and another is to construct grass-roots refineries in China to export oil products. By economic comparison, it is concluded that, when the Chinese market has a short supply of refined products, there will be higher profit to build a grass-root refinery in China and vice versa. It provides a good reference for Chinese refiners to be involved in the world market.
