| 摘 要： | 经过20多年的发展，博士后培养规模不断壮大。而量的扩张却并未带来质的提升，博士后学术创新能力亟待提高。以科学发展观为指导，在反思博士后培养机制的前提下，博士后管理需要从创新能力培养、创新环境培育、创新制度保障等方面来加以完善。

| Abstract: | With the twenty years＇ development, the scale of post-doctor＇s cultivation has been increasingly enlarged. However, quantity＇ s increase fails to bring out quality＇s improvement. Academic ability of post-doctor is urgently needed to be enhanced. Management of post-doctor, guided by scientific outlook on development and re-thinking cultivation of post-doctor＇s regime, should be perfected from education of innovation ability, cultivation of innovation environment, safeguard of innovation system, etc. |
