摘    要:火电企业作为能源生产和消费的重要领域,其节能减排的绩效水平关乎国家经济可持续发展战略目标的实现。结合电力行业节能减排的相关政策,构建了全面科学的火电企业节能减排绩效评价指标体系,涉及能源资源消耗、资源综合利用、污染物排放和企业增效4个方面。利用AHP-熵权主客观综合赋权法,将专家经验与指标值的客观信息相结合确定指标权重,结果科学合理。同时构建了改进的物元可拓综合评价模型,对传统模型节域和最大隶属度准则进行改进,实现了对火电企业节能减排绩效的综合评价。最后,算例结果验证了该模型的有效性。

Abstract:As an important energy production and consumption areas,the energy saving and emission reduction performance of thermal power enterprises relates to energy conservation and sustainable development of China's economy.According to the energy saving policies of power industry,the paper establishes a comprehensive evaluation index system of the energy saving and emission reduction performance,which contains four aspects of energy resource consumption,resource utilization,pollutant emissions and higher profit,and determines the index weights by AHP-entropy weight method considering the expertise and objective information.Meanwhile,the paper establishes an improved Matter-element Extension model to evaluate the energy saving and emission reduction performance of thermal power enterprise,in which the domain and standards of maximum degree in traditional model is improved.Finally,the numerical results validate the effectiveness and practicality of the improved model.
