反腐倡廉“抓大不放小”策略研究

"抓大不放小"策略包含丰富的内容,对我国反腐倡廉建设意义重大。"抓大"就是抓大的方向、原则,大案、要案,重点问题和矛盾;"抓小"就是抓普通公职人员违纪违法、苗头性和倾向性问题。实施"抓大不放小"策略,要坚持不懈做好思想教育工作,注意防范重点视域外人员的腐败行为,采取有效措施改进工作作风,完善制度管理,端正生活作风,用管用的办法满足群众合理诉求和需要,进一步防范公务行为中的利益冲突。

Study on the Anti-corruption Strategy of ＂Emphasizing SeriousCases and Not Ignoring Minor Ones＂

The policy of ＂emphasizing serious cases and not ignoring minor ones＂ contains rich contents, and has great signifi- cance to anti-corruption in China. ＂Emphasizing serious cases＂ is to grasp the main direction, principles, major cases, key problems and contradictions. ＂Not ignoring minor ones＂ is to punish the general public officials when they violate law and reg- ulations, and show the tendency of corruption. To implement the strategy, we should make unceasing efforts to cultivate the moral character of cadres, fulfill the work of ideological education unremittingly, take effective measures to improve their work style, perfect institutional management, correct their life style, meet the reasonable demands of the people with effective mea- sures, and avoid the conflicts of interests in official acts.
