武汉市医院投入产出效率分析

目的探讨武汉市医院资源投入产出效率,了解武汉市医院资源规划情况,为武汉市进一步合理规划医院资源,科学进行医院资源配置提供科学依据。方法共收集58家二级以上医院投入产出资料,采用描述性分析、聚类分析及数据包络分析进行分析研究。结果武汉市58家二级以上医院的DEA分析结果显示:总体有效医院12家(占20·69%),非总体有效医院46家(占79·13%);技术有效医院17家(占29·31%),规模有效医院12家(20·69%),技术有效而非规模有效的医院5家(占10·87%);46家非规模有效的医院中,规模收益递增14家(30·43%),规模收益递减32家(69·57%)。三级甲等医院平均效率得分最高(0·726),以后依次是二级乙等医院(0·702)、二级甲等医院(0·667)和三级乙等医院(0·535)。结论武汉市二级以上医院普遍存在规模偏大、技术规模效率低等特点,重视医院内涵建设,提高管理水平,发展医院特色,合理资源配置及利用,搞好医疗服务,是提高武汉市医院投入产出效率的重要手段。

Analysis of Input-output State and the Efficiency in Wuhan hospitals

Objectives: To discuss the input and output efficiency in WuHan hospital, to find out the programming, best layout and scientific configure them. Methods: The input and output data of nearly five year and 58 over grade-two hospital are sorted. Some methods are used including describe analysis, clustering analysis, data envelopment analysis. Results: 58 over grade-two hospitals' results from DEA are shown: The hospitals that the general efficiency is efficient are 12 (20.69%), inefficient 46 (79.13%);The hospitals that the technical efficiency is efficient are 17 (29.31%). The hospitals that the scale efficiency is efficient are 12 (20.69%). The hospitals that the technical efficiency is efficient and the scale efficiency is inefficient are 5 (10.87%);In the 46 scale inefficient hospitals, 14 (30.43%) hospitals' scale proceeds are higher and higher, and 32 (69.57%) hospital's scale proceeds are lower and lower.The grade-three and the first-class hospitals' average efficiency scores are highest (0.726). In turn, the grade-two and the second-class hospitals (0.702), the grade-two and the first-class hospitals (0.667), the grade-three and the second-class hospitals (0.535).Conclusion: Over grade-two hospitals in Wuhan are most exist bigger on the scale, and the technique scale efficiency is lower etc. Attaching importance to hospital's connotation, improving management level, developing the hospital special features, reasonable configuring, using the hospital resources and making the good medical service, is an important means that Wuhan hospitals raise the input-output efficiency.
