加快电信立法 依法规范电信活动

《电信条例》的发布实施是我国电信改革与发展的必然结果。它以国家宪法和法律为依据，紧密结合我国实际，又借鉴了国外的经验，着重规范电信业中当前最主要和突出的问题，但限于我国的国情，《电信条例》还有许多不完善之处，如网络和企业的融合、增值业务的放松管制以及普遍服务等问题。信息产业部高度重视《电信法》的起草工作，已组成专门的班子并制定出具体实施步骤。

Accelerating Telecom Legistation and Standardizing Telecom Activities according to Law

The promulgation and enforcement of the Telecommunications Regulations is the foregone conclusion of telecom reform and development in China. The Regulations rests on the nation' s constitution and law, tightly couples the national reality, and draws lessons from external experience. It lays stress on standardizing the most important and conspicuous problems. Due to the specific national conditions, the Telecommunications Regulations remains to he improved in such areas as network and service convergence, deregulation of value added services and universal service, etc. The MII attaches great importance to the drafting of the Telecommunications Act and has set up special teams to draw up specific implementation steps.
