摘    要:运用系统动力学构建科技创新政策对区域创新能力影响机理模型,通过模型中的反馈控制理论研究不同政策对区域创新能力的影响机理。研究发现科技创新政策利用不同的政策工具在会产生显著的效果差异。

Abstract:As a tool which bears the innovation orientation of the government and the innovation resources, the science technology and innovation policy has a direct effect on the improvement of regional innovation capacity. Meanwhile, the analysis on the mechanism of effect is the foundation to improve the science technology and innovation policy and instruct the government to accomplish the innovational service transformation. In this paper, the mechanism model which reveals the impact of science technology and innovation policy on regional innovation capability is constructed with the system dynamics; and the influence mechanism of different innovation policies on regional innovation capacity is studied with the feedback control theory. It is found that the use of different instruments of science technology and innovation policy produces significant differences.
