旅游业高质量发展的核心要义与推进方向

推动旅游业高质量发展是回应国民经济发展需求和宏观号召的使命所在，也是解决旅游业面临现实问题矛盾、促进长远发展的必然选择.该文以分析旅游业多重属性为切入点，探究旅游业高质量发展的内涵、核心要义与推进方向.提出旅游既是一种经济现象，也是一种社会文化现象，旅游业产业事业属性兼具；旅游业高质量发展是旅游业作为经济产业和社会事业的协同发展，是效率与公平的有机结合.其核心要义是“供给的有效性”和“发展的公平性”.供给的有效性主要体现在多元主体培育，多种业态融合，有效引导需求等；发展的公平性主要体现在机会公平，利益均衡，过程公正等.同时，以新时代五大发展理念为指导，从创新赋能、文化赋魂、开放赋力、绿色生态、协调高效等方面阐释了旅游业高质量发展的推进方向.以期为深化对旅游业高质量发展的理论研究和实践路径提供参考，为后续围绕旅游业高质量发展的评价指标构建与水平测度等相关研究提供依据.

Coreessentials of high-quality development of tourism industry and its promotion direction

Promoting the high-quality development of the tourism industry is the mission of responding to the needs of national economic development and the macro call， and it is also the inevitable choice for solving the contradictions faced by the tourism industry and promoting long-term development.In this paper， the multiple attributes of the tourism industry is taken as a starting point to explore the connotation， core essentials and promotion direction of the high-quality development.It's concluded as follows. 1)Tourism is not only an economic phenomenon， but also a social and cultural phenomenon.The tourism industry has industrial attributes and career attributes.The high-quality development of tourism industry is the coordinated development of tourism industry and tourismcombined organically with efficiency and fairness.2) Its key concepts of high-quality development are “validity in supply” and “equity in development”.“Validity in supply” is mainly reflected in the cultivation of multiple subjects， the integration of various forms of business， and the effective guidance of demand. “Equity in development”is mainly reflected in the fairness of opportunity and balance ofinterestsan fairness of process.3) At the same time， under the guidance of the five development concepts in the new era， the direction of promoting high-quality development of tourism industry is illustrated from the aspects of innovation， culture， openness， green ecology， coordination and efficiency.It would provide a reference for deepening the theoretical research and practical path of high-quality development of tourism industry， and provide a basis for subsequent studies on the construction of evaluation indicators and development level measurement of high-quality development of tourism industry.
