重大突发公共卫生事件中政策对控制效果的影响——以重庆市新型冠状病毒肺炎疫情防控为例

目的:研究武汉封城及重庆市应对新型冠状病毒肺炎采取的政策措施对重庆市疫情防控的效果。方法:收集整理从疫情暴发初期至基本控制期间重庆市新型冠状病毒肺炎的流行病学数据与各级政府部门实施的防控政策,对数据进行趋势分析,探讨主要政策措施对疫情控制的效果。结果:武汉封城与小区封闭式管理等措施显著控制了疫情的传播。优化诊疗流程,缩短诊断时间,组建专家团队“一对一”救治等诊疗措施显著提高了治愈率,降低了病死率。结论:重庆市实施的各项防控政策措施,在控制疫情传播及提高治愈率中取得了显著的效果。

Effects of Policies on the Control of Major Public Health Emergency Events--Case Study on Control of Corona Virus Disease 2019 in Chongqing

Objective: To study the effects of lockdown of Wuhan and policy measures taken by Chongqing in response to corona virus disease 2019 (COVID-19) on epidemic prevention and control in Chongqing. Methods: Epidemiological data of COVID-19 in Chongqing and prevention and control policies implemented by the government departments at all levels from the early days of the outbreak to the period of basic control were collected. Trend analysis of data was carried out to explore the effects of major policy measures on epidemic control. Results: The spread of COVID-19 was effectively controlled by the measures such as the lockdown of Wuhan and the close-off management of the community. Diagnosis and treatment measures such as optimizing the diagnosis and treatment process, shortening the diagnosis time, and establishing the expert team for One-to-One treatment had significantly improved the cure rate and reduced the mortality rate. Conclusion: The prevention and control policies implemented by Chongqing have achieved significant effects on controlling the spread of COVID-19 and increasing the cure rate.
