农村金融困境与非正规金融体系重构

现阶段我国农村金融已出现边缘化的迹象。分析农村金融困境的发生机理，进而引出农村非正规金融制度安排缺失的可能因素，结果表明，统筹城乡失调的农村金融供需结构偏差是其根源。农村非正规金融和统筹城乡进程有密切的逻辑关系。必须以统筹观念为指引，推动以非正规金融组织主导的农村金融体制改革。

Rural Finance Predicament and Reconstruction of Non-formal Finance System

At the current stage, the marginalization of China＇ s rural finance has emerged. The paper analyzes the mechanism of rural financial predicament and introduces the factors leading to non-formal rural finance system missing. The result shows that the imbalance of supply and demand in the structure of urban and rural finance is the source. Rural non-formal finance has a close logical relationship with the process of balancing the rural and urban areas. It is suggested to take the overall concept as the guideline and construct the rural financial system reform with non-formal finance organization as the leading factor.
