广东省农村卫生人才培训绩效评价体系构建

摘    要:目的:建立广东省农村卫生人才培训绩效评价指标体系。方法:采用Delphi专家咨询法,通过两轮的专家咨询对拟定的评价指标体系进行评判。计算各指标均数、变异系数,并应用比例分配法计算各指标权重系数。结果:两轮专家咨询问卷的回收率分别为84%和100%,专家权威程度分别为0.793和0.921。最终形成的广东省农村卫生人才培训绩效评价指标体系一级指标5个,二级指标41个。一级指标中,“培训内容”指标的权重最大,为0.209,其他依次是“师资队伍建设指标”为0.205,“工作保障”和“组织管理”均为0.199,“效果、效益指标”0.188。二级指标中,“卫生教育培训机构专职、兼职人员数”“师资中、高级职称构成比”总权重最大,分别为0.056和0.053。结论:专家积极可靠,评估指标较客观、科学。整套指标体系结构合理,内容全面。

Abstract:Objective To set up a performance measurement system of rural health human resource training in Guangdong Province.Methods Delphi expert consulting method was adopted,with two rounds of expert consulting to pass judgment on draw-up evaluation index system.Index mean and variation coefficient were calculated and proportional allocation method was used to calculate indexes’ weight coefficient.Results The recovery rates of two rounds of expert consulting questionnaire were 84% and 100% respectively,and the authority degrees were 0.793 and 0.921 respectively.The final rural health training performance evaluation index system of Guangdong province included 5 level 1 indexs,41 level 2 indexes.Among the level 1 indexes,training content ranked the highest weight(0.209),followed by staff compostion(0.205),job security(0.199),organization management(0.199),and efficiency(0.188).Among the level 2 indexes,number of full-time,part-time staff in health education training institutions and constituent ratio of intermediate professional title,senior professional title ranked the highest weight,which were 0.056 and 0.053 respectively.Conclusion Experts are positive and reliable,evaluation indexes are objective,scientific and reasonable,and the content of index system is comprehensive.
