基于用户意愿的可中断负荷合同模型研究

随着国民经济的发展和人民生活水平的不断提高,电网峰谷差也日益增大,尤其是高峰时期电能供应紧张局面目前难以得到有效的解决。为有效管理和利用可中断负荷,实现电网安全运行和电力资源的有效分配,缓解峰期用电的紧张局面,实现社会效益最大化,现从可中断负荷补偿来源、用户中断成本等角度进行成本、效益分析,应用机制设计理论思想建立了一种基于用户意愿的可中断负荷合同模型。该模型合理有效地解决了目前可中断负荷研究面临的两大难题:如何激励用户积极参加可中断负荷合同;如何制定合理的补偿费。通过对仿真算例运算,结果表明,该模型能引导用户自愿参与,比传统形式更适于电力市场环境,能更好地体现市场参与者的平等地位。

Model of Interruptible Load Contract Based on Customer Wishes

With the development of national economy and continued improvement of people living standard,the margin between peak and valley loads has been being enlarged,especially in peak period tense situation of power supply is hard to effectively resolve.The way of efficient managing and utilizing interruptible loads is important for economic and secure operation of power system.From economic point of view of cost and benefit analysis,the thought of mechanism design theory is applied to establish a model of interruptible load contract based on customer wishes.The model finally provide reasonable answers to two difficult problems in current studies of interruptible loads: how customers are inspired to participate in the interruptible load contract and how reasonable compensation is determined.Simulated results indicate that the model could guide customers to voluntarily participate in this contract,and it is more suitable than traditional ones in power market,and better manifest market participants' equal standings.
